These render, because they are useful destinations for paid search. They carry no price, emit noindex, and stay out of the sitemap and llms.txt until the evidence arrives.

Why not just publish 192 pages? Because a page that guesses at a price band is worth less than no page at all — it is the thin-content failure mode, published at scale, with the domain's reputation attached. The gate is the product decision, not a technical limitation.
